Leading Nigeria’s Digital Transformation: ‘Establishing the Foundation for Digital Governance’ and KDS’s Capacity-Building Expertise
Date 2026.03.12

Nigeria boasts the largest population and economy in Africa, yet the journey toward becoming a digital government has not been without obstacles. As individual ministries pushed their own localized ICT systems, communication between departments became siloed, and the efficiency of public services remained low. To leap into a true "Digital Economy," Nigeria required a robust Digital Governance framework to unify these fragmented systems.
Beyond simple technology transfer, Korea Institute for Development Strategy (KDS) focused on building the "digital stamina" of the Nigerian government, enabling them to operate the nation independently.
KDS’s Strategic Pillars for Nigeria’s Digital Future
-
Ensuring National Consistency. Establishing the pan-government "e-Government Master Plan (eGMP Ver 2.0)" to provide a unified strategic direction.
-
Advanced Integration Infrastructure. Enhancing the Enterprise Architecture (EA) framework for inter-ministerial integration and laying the groundwork for a Government Service Portal (GSP), where citizens can access services in one place.
-
All-Encompassing Capacity Building. Operating comprehensive training programs for the key players of Nigeria’s digital future, from high-level officials to working-level staff.
The Key to Digital Transformation: People, Not Just Software
The reason Korea Institute for Development Strategy (KDS) achieves unparalleled results in Nigeria is clear: we believe the completion of digital transformation lies in "People."
-
Tailored Educational Know-how. We pour in the customized training expertise cultivated through more than 300 ODA projects worldwide.
-
A Foundation of Trust. Building on the success of the first phase conducted over six years since 2013, we maintain a solid relationship of trust with the Nigerian Federal Government.
-
Self-Sustaining Systems. From the foundational competencies of state government officials to the training of local instructors, we design systems that allow education to continue independently long after the project concludes.
A Vision Toward 2031: A Global Model for Digital Governance
Through this project, Nigeria is moving toward the ambitious goal of breaking into the top tier of the UN E-Government Survey by 2031.
Korea Institute for Development Strategy (KDS) will continue to uphold the philosophy of "Accompanied Growth of People and Institutions," moving beyond a fragmentary approach of technical transfer. We will stand as Nigeria’s most dependable knowledge partner, ensuring the nation rises as a global model for digital governance beyond Africa.
