Kyrgyzstan is a young and dynamic nation, with 7 out of 10 people aged 30 or younger. Its high literacy rate of over 98% serves as a sturdy foundation for national development. However, the public sector's ICT infrastructure and the digital literacy of civil servants currently fall short of supporting this immense potential.
For Kyrgyzstan, which is navigating the challenges of "What to do" and "How to do it," Korea Institute for Development Strategy (KDS) proposed a blueprint for digital governance that goes beyond simple technology transfer to fundamentally transform the constitution of public administration.

Precision Diagnosis & Customized Learning. We conduct detailed ICT competency assessments by position and organization, providing essential on- and offline educational content tailored specifically for Kyrgyz civil servants.

Institutionalizing IT Auditing. We are laying the groundwork for an "IT Audit System" to manage the quality of public projects and nurturing specialized professionals to enhance the reliability of national digital initiatives.

Sustainable Learning Infrastructure. By constructing a state-of-the-art ICT Training Center and establishing a nationwide Learning Management System (LMS), we are fostering a self-sustaining culture of learning accessible from anywhere in the country.
From Output to Outcome: Creating National Change

Korea Institute for Development Strategy (KDS) designed every stage of this project by applying the "Theory of Change (ToC)." Through data-driven, precise Monitoring and Evaluation (M&E), we verify educational outcomes and create a virtuous cycle where these results are fed back into policy. Specifically, we are transplanting a global-standard digital learning platform that encompasses everything from multi-language support to micro-learning.
A Solid Foundation for 2027 and Beyond
By the conclusion of this project in 2027, Kyrgyzstan will possess robust governance capable of independently nurturing ICT talent and managing the quality of public services.
Successful ODA is not merely about transplanting advanced technology; it is about planting human and institutional roots that thrive in the local soil. As demonstrated in the Kyrgyzstan case, KDS presents a path where technology and people converge perfectly, leading the sustainable digital development of partner nations worldwide.
